The global diving population has seen a continuous increase in the past few decades, and an inclination towards the field of ‘scientific diving’, which can serve as a foundation for one’s self-development, as well as the development of national marine industries, can be observed.

Environmental conservation and restoration are essential for meeting NDCs (Nationally Determined Contributions), achieving carbon neutrality, and consequently ensuring future national competitiveness. Efforts towards such conservation and restoration have become not only the responsibility of government agencies and certain NGOs, but should also be considered as an individual obligation and responsibility that we should all remember and act upon.

Our first mission is to make it easy for ordinary citizens to access and learn scientific diving, a field which has traditionally been confined to experts. In doing so, we strive to give more people the opportunity to become 'citizen-scientific divers' who research and solve underwater environmental issues.

In the future, the 'Underwater Environment and Science Council (UEC)' will collaborate with national government agencies, NGOs, corporations, universities, diving education organizations, and marine science and technology organizations to promote interest in underwater environments and scientific diving. Through continuous training, promising 'citizen-scientific divers' can eventually advance to 'professional scientific divers', thus enabling us to fulfill our social role and responsibility for underwater environmental conservation. What we hope for is that the small steps of 'citizen-scientific divers' will contribute to the conservation of the world's underwater environment.
